Vienna Emergency Plumber Help: Who Handles Town Water and County Sewer

Vienna is an incorporated town inside Fairfax County, and the split matters in an emergency. The Town runs water for most customers, the county handles plumbing review, and a billing cycle number on your account tells you more than the street name.

In Vienna, the first question is often whether a problem sits before the meter or after it.

Your billing cycle number says who supplies your water

The Town of Vienna runs its own water system for nearly 5,600 residential and commercial customers, and it buys that water wholesale from Fairfax Water. Not every Vienna address is on the Town system, though. The first digit of your Town account number is the billing cycle, and the Town states that Cycle 5 customers do not receive their water from the Town. They are billed by Fairfax Water instead.

In a leak that starts outside the house, that detail decides who answers. Look at a recent bill before you call. A water problem on the street side of the meter goes to the utility that bills you, and a problem inside the house goes to a plumber.

Who to call for what, inside the Town limits

What is happeningFirst call
Water bubbling up in the street or yard on the meter's utility sideThe Town of Vienna Public Works at 703-255-6380, or Fairfax Water if you are in Cycle 5

The Town's pages do not say who owns the private sewer lateral, so do not assume the county rule that applies in unincorporated areas. Ask the Town or your plumber before agreeing to a repair on that pipe, and read repairing the line to the street for how that conversation tends to go.

Cycle 6 and the sewer side of the account

Vienna's billing cycles also tell you about sewer service. The Town reports that sewer for Cycle 6 customers falls under Fairfax County. A backup at one of those addresses therefore starts with the county's Customer Communications Center at 703-323-1211, the number the county gives for sewer backups.

For every other cycle, ask the Town. In both cases, shut off water use in the house until someone has looked at the line, and mention the cycle number when you describe the problem.

The county, not the Town, reviews plumbing permits

Vienna handles its own zoning and planning, but it does not review plumbing. The Town states that Fairfax County serves as the building official and reviews plumbing, along with structural, mechanical, electrical and fire requirements. A water heater swap, a re-pipe or a new bathroom therefore goes through the county permit process even though the house is inside the Town.

County Land Development Services answers permit questions at 703-222-0801. Owners may apply in their own name, and the county recommends a contractor. When a quote mentions a permit, ask who pulls it and who pays for it.

What Vienna's older housing means for repairs

Census data for 2020 to 2024 counts about 5,800 homes in Vienna, and about 78 percent of them are detached houses. Nearly half were built before 1970: roughly 27 percent in the 1960s and 18 percent in the 1950s. About 84 percent of households own their home.

Houses of that age often carry galvanized or old copper inside, and they may have had one or two partial repipes over the years. The Town reported in a 2024 review that it found no lead or galvanized service lines on its side of the meter, which speaks to the line from the street. It says nothing about the pipes inside your house, so rusty water or falling pressure still deserves a look. repiping an older house and finding a leak you cannot see explain what that inspection involves.

Tell the dispatcher your billing cycle and whether the problem is inside the house. It saves a round of questions.

One ZIP code, many ways to be confused

Almost the entire Town sits in 22180. Some addresses just outside the Town limits carry a Vienna mailing address and are still served by the county rather than the Town. If you are not sure which side of the line you are on, your water bill is the quickest test. A bill from the Town means you are on Town water, and a bill from Fairfax Water means you are not.

Water heaters and fixtures in Vienna houses

When a tank fails in a house of this age, the usual question is whether to repair or replace. A heater past its tenth year that leaks is almost always a replacement, and a leaking water heater lists the symptoms that point to a simple repair instead. Fixtures follow the same logic. A faucet that drips once is a washer, but one that has been rebuilt twice is a candidate for new, which a leaking sink discusses.

A heater tucked into a closet can leak for a while before anyone notices, so a glance at the floor around the base is worth the minute.

What to have ready when you phone from Vienna

  • The street address and the first digit of your Town account number.
  • Whether water is still running and whether you have found the shutoff.
  • The age of the house, if you know it, and any earlier repairs on the same line.
  • A photo of the damage, which can be sent once the dispatcher asks for it.

A short, specific description lets the plumber bring the right parts to the first visit.

  • Will you recommend a camera look before any digging?
